Understanding cables

ΒΆ1. On July 19, post delivered reftel points to Icelandic Ministry 
for Foreign Affairs Minister Counsellor Nikulas Hannigan.  Hannigan 
said that although GOI has disagreed with U.S. economic sanctions, 
it does share common goals with the U.S. for a future democratic 
Cuba in a post-Castro environment.
