Understanding cables
Every cable message consists of three parts:

Poloff delivered reftel points to MFA Directorate of International Organizations officer Aisha bint Ahmed Al-Khalifa on May 8.  Al-Khalifa confirmed that Bahrain will stand for election to the HRC and that it looks forward to continued close cooperation with the U.S.  In response to the points about prior commitments and adopting UPR recommendations, Al-Khalifa said, "We're making progress every day," and Bahrain welcomes constructive criticism of its human rights record.
